I posted this definition over 3 years ago, back when I had questions on just about everything, and inquired whether the 2nd part was incorrect since it didn't correspond to the hand I got.

This hand went against me in ONSEN MAHJONG, a first draw tsumo, naturally.

This yakuman was NOT by the dealer and the pair was ALREADY in the hand.

So, just to re-affirm, is the definition incorrect, or is it just another variation of an optional rule?

This kind of rule is highly unusual so I doubt there's a standard for it. Whether there is or not, there's not much to complain about if there's a variation since it's already a deviation from the cannon.

I've never seen either of those requirements outlined elsewhere. Several sources give examples with a pair in the hand and some specifically mention that it can be made either by the dealer or (if no calls have been made) by a non-dealer. I only have one screenshot of getting it myself and I had the pair already (but I did happen to be east).

This is very much an optional rule (or "local rule" as they're called). It is one of the more common rule options in video-games though - I've encountered it in at least eight or nine games I think.

I think that character is Naru-Naru/なる なる/ナル ナル. I'm not sure. But she was the reason I didn't played the game outside my home when I had it installed on my cellphone.

And you say you had the pair in hand? Good for you.

I don't recognize this yakuman (based on my "no easy escapes / no rewards for a bad hand" principle), so I can't help you much. (That's why I dislike most abortive draws too).
