I can see how it would be difficult to effectively cover a dark colour with the red paint.

If a solvent doesn't work I'd use one or two undercoats of white first. The red paint might take to that better than a bare tile too?

No, I'm not looking for a set. I have 2 already.
A couple of the ladies in my group bought a set via Amazon.
I noticed that the 3 bam in their sets was different than the tiles in my sets. It had red in it.
This affects the ALL GREEN yakuman in riichi, obviously.
I had thought all sets (Chinese, Japanese, Hong Kong, etc) were standard for the main 136 tiles. I guess not.
(Not the end of the world since I've only gotten the hand once in 7 years and they might never get it)

Anyone have any knowledge regarding this?

This is certainly uncommon. A quick browse through some stores and a Google image search shows how unusual this is, although I did find this stock image:

There's a question on Tom's Q&A (FAQ 7e) about why the 5, 7 and 9 have red bits but even he has no definite answer. He notes that it helps distinguish the 6 and 9 at least, but the 3 doesn't really need that. Aesthetically I kinda like the idea of red bits on the 3 since then all the odd numbers would have them.

Red three tiles are a thing - an alternative to Japanese red fives that can be used in 123 sets for "outside" hands - but their markings would be all red.

(Just for fun you could use the ladies' tiles as four red threes but it's obviously imbalanced if they're all in the same suit.)

It would be pretty harsh to deny an All Green win with threes that are usually valid. The hand is already around 25 times rarer than the "easy" Yakuman hands (and for the same reward!) without making it massively harder by disallowing 234 and 333 sets and 33 pair. The only possible calls to progress your hand would be Pon for 222, 444, 666 and 888, although again that has a certain neatness.

Some early sets had red 8 dots, without being red dora.
(This pre-dates Riichi mahjong.)

There's also modern red dora other than 5's (3 and 7, sometimes 1 I think), and/or non-red (green, gold, spotted, rainbow?).

And old sets with phoenix and dragon kanji for dragon tiles.

But I'm pretty sure it's the first time I see a 3 bam like that.
