If you discard a Pei and get a winning Tsumo tile, is that a Rinshan Kaihou?

Within Tenhou, Any tile that allows you to win when drawn from the group of replacement tiles is considered Rinshan Kaihou.
IMO, it ought to be restricted to kan's because, damn, you jerk, you just called a bonus dora, AND got an extra yaku? 3p gets hella inflated.

Out of interest, does anyone have a reference for the hand-scoring system that Tenhou uses? I've not really played enough to figure it out myself, but I have seen hands be worth 9000 points, so it's clearly not the same as the scoring for 4-player.

I have never played Tenhou before and this may sound stupid. If it does feel free to ignore it, but are you sure that the hand itself it worth 9000 points? The person could just be winning a Mangan hand and getting the extra thousand for a person that was in Riichi. I would guess that is what they are doing.
In other games though they normally break it down saying: here is the 8,000 for the mangan and here is the 1000 for the Riichi, and the total points you won is 9,000. Even when it is your own Riichi, because technically you lost those points and have won them back by...well, winning.
I am thinking that it what it may be, but it could be different scoring with Tenhou, but i don't know why they would do that. The only scoring thing I could see changed is making 7 pairs worth 1han at 50fu rather than 2han at 25fu, although I do hate the 1han 50fu 7 Pairs hand.

I think 9000 is non-dealer haneman tsumo; 6000 from dealer, 3000 from other opponent. and since only 3 people, you dont get a 2nd 3000 to get your full 12000 valued hand.

It was definitely 9000. 3p/sanma scores just the same as 4p, except that when you tsumo, you're missing one person to pay you. So, tsumo mangan 2000/4000, you get 4000 from the dealer, 2000 from no dealer, so your total point gain is 6000.
In case of tsumo haneman 3000/6000, you get 6000 from the dealer, 3000 from the no dealer, and your total gain is 9000 points. That's all there is to it.
I couldn't find any image of a haneman tsumo at 3p because it's a very common occurrence.
In a similar note, a tsumo yakuman in 3p gets you 24000 as no dealer:
Also, regarding the topic, I find it kind of un-even that you do get the extra fan of rinshankaihou when you kita, but you don't get an extra fan when you win with someone else's kita. I tried it just to see if anything was added, and no.
