There are no tiles in our hand which are guaranteed safe. Getting rid of 9c moves us closer to tenpai with tanyao, which is callable (I presume), and one way we might get out of this situation. As was already mentioned in less English, we can see three of the copies of 8c, so it is somewhat less likely that the player to our right has the fourth copy in his hand as opposed to other shapes. Because this player's hand probably started in a nearly complete state, it's not likely that anything useful can be read from their discards.
The only reasonable alternative I can see would be the 4d, because if it passes the first time then we can cut the remaining copies of it for the next two go-arounds, and hope that by that time we will have seen another safe tile. However, that seems like a long shot at nothing to me.
