Why I don't win?

Not relevant to this topic but... you don't have a yaku! Are you used to playing riichi/reach ? If not, I suggest you read about the specific rules.

I assume you're playing here http://www.gamedesign.jp/flash/mahjong/mahjong_e.html based on the screenshot

If you are, scroll down the page to see examples of how to make yaku. You need to build a hand like one of those to win. Pinfu and Tanyao are usually the easiest. Yakuhai is also pretty common to get. The rest will come with practice.

Yeah. All the "Why can't I win here" questions in riichi have basically two possible answers. 1: No yaku. Or 2: Furiten.

You are in case one. The main offender here is the West set. Try to not open your hand (that is, calling chi or pon) unless you know what yaku you're building towards. :)
