Like Election above, it's a gangster movie that opens with mahjong - in this case a guy sorting scoring sticks in an empty parlour as Takeshi Kitano arrives.

Nankyoku ryôrinin (南極料理人), somewhere in the first five minutes. It is also a damn good comedy, really heartful, which I advise you to see if you can.

I know it´s not a film, but in the game Resident Evil 6 (the one I enjoyed the most), when Chris is with Piers and his team in China inside a bulding, you can see mahjong tables and tiles...
Life is as beautiful as you want it to be, but it´s only one. That´s why you must not get tired of it. Don´t care if you don´t say something that seems "important" because your mere existence is important for someone.

I've seen a Jackie Chan movie where they played Majohng. I can't recall the name, though... If I remember correctly, they were using wooden tiles. I'd never seen such a Mahjong set before.

I found a Youtube video showing the RE6 mahjong table too. Looks like these folks have a nice autodealer table in their apartment.
It's got suitably large tiles for the Chinese setting but the Japanese developers seem to have depicted Japanese rules! (with dora indicator)

This early scene on a train is from the Jackie Chan movie Drunken Master 2 (a.k.a. The Legend of Drunken Master) but they're playing Xiangqi (Chinese chess).
I like how they have to use their other hand to hold their long sleeves out of the way.
However there is a long mahjong scene in the 1983 Jackie Chan film Project A (sadly it was cut from the US version).

A fight breaks out on a neighbouring game and the mahjong table gets knocked over but the fellow in the straw hat (evidently the legendary Sammo Hung - thanks SJ!) manages to pick up his full hand (tenpai Nine Gates!) just before it happens, then - holding his tiles vertically with one hand now - he adds a tile from the floor to give him the win ...and then he drops them all.
The orange-coloured tiles are probably made from Bakelite, an early type of plastic.
