I notice that Bitcash is one form of e-money in Japan - now the Q is how can a mere gaijin mortal like us that live in, say the USA manage to buy bitcash so we can purchase things like the cat paw from Janryumon or purchase the pay client from Tenhou?

Never heard of it, but per your description, it sounds like a PayPal type service.

Well, physical bitcash cards can be purchased at places like 7-11 or Circle K in Japan and activated at point of sale and then you can use it to purchase stuff of it.

There is even an eBay seller from Japan selling them, but at a premium vis-a-vis the exchange rate since he does ship international.
