16 players is ideal for 5 rounds, I don't know if you would have the time necessary to do that. Three opponents times five equals 15 (that's all of them!) Well, if it is full knockout then what is the point of messing with uma? Top two advance, bottom two are left out...

I may end up 3rd is South is ronned by RHO, and it is 5200+ (40/3 or higher)

I would be the next oya, except that would be in West-1, and the game is over. If oya is positive for noten-bappu, he gets a renchan (so if everyone is tenpai, game over). If the dealer wins, he gets a renchan (unless he gets enough of a big win, since this game has the agari-yame rule, or he happen...

Yeah. All the "Why can't I win here" questions in riichi have basically two possible answers. 1: No yaku. Or 2: Furiten.
You are in case one. The main offender here is the West set. Try to not open your hand (that is, calling chi or pon) unless you know what yaku you're building towards.
