Riichi grades the hands based on the difficulty of the situation or conditions in which they're made under. I would sincerely like to believe this, but I've seen no evidence for it. Thirteen orphans is by far the easiest yakuman to get. I don't gamble for money, and it's so fun to get it, that I usually go for it if I only have 8 of them with my first draw.
